Two series on NGN Channel 677 are explicitly geared to learners of Japanese:

Let's Learn Japanese and Let's Learn Japanese II
The explanations are in English; written Japanese, represented by rōmaji.

Erin ga Chosen! Nihongo Dekimasu
This newer series approaches beginning Japanese differently: It is entirely in Japanese, and there is no rōmaji, just native Japanese script.

The serious student need not limit her/himself to just these. The other programs, especially the un-subtitled ones, can be good listening practice.
